Bill,
I'll have to agree with Rex, a 4AC head on a 7A, It would be the most wasteful amount of money and time ever!! The easiest, cheapest and most sensible way of a simple of plonking a 7AFE into a 4AC AE82, would be to bolt a 4AFC carbie and manifold on the 7AFE and toss the EFI. This way you have a More modern twin cam, X-flow engine which would easily eat your Idea.... Of course, the 7AGE would be the best choice and would cost the same as a 4AC headed 7A and beat any of these ideas.
