when i was pulling apart one 18rgeu, i noticed the small tensioner at the bottom of the block (common to 18rc's and 18rg') was actually stuck all the way in. this motor was completely shafted by the way.
it is however the first thing that popped into my head when you said there was a lot of slack from the time you moved the crank to the time the cams started moving.
.....although another thought also......
other theory is the engine rotates in a clockwise direction facing from the front of the car and if you are rotating it by hand after it has finished running and you rotate the engine in an anticlockwise manner then it would slacken the timing chain off before tightening again possibly even by about ~12 degrees...

umm compression could be down due to timing on exhaust and intakes being out by a bit...????

and i just got just over 150psi using 88251 pistons (8.7 i think) after rebuilding mine with an old 18rc block so mr. DOHC is right on the money i would say.
