1, there are no relays in a KE10.... at all...
2, the only fuses are the ones on the dash above (or touching  ) your right knee..
3, replace ALL fuses, as the old fuses may look ok but can be corroded internally, and has the a pita for many many people..
so yeah, swap all fuses first.
the heater power is on the wiper fuse.. but ya never know

the headlight power to the steering column is NOT FUSED (only after the indicator stalk switch is it fused) so i would suggest fusing that one fast
do the usual like check for power at coil, then check for power at the IGN and ACC.. after that, it's time to look for burnt wires... also check the wire from alternator to starter motor and if possible replace with a wire direct from alternator to battery.... and then....
