Dumb but....

Gone through all the breakers and fuses, I mean actually checked with a meter, not just look ok?, and checked the operation of the ciruit opening relay. It would stop fuel. (it may also stop other things your already saying work but)

I started a car once without the large ground connected to the engine, and the current went back to ground through a small part of the loom, and welded a relay closed.

Took me a week to find.
