yeah, sounds like the low pressure protection switch had cut in, if it starts, but shuts down after few seconds.. it's not such a big problem, some places will still refill the old gas, as long as there's no major leaks in the system (they aren't allowed to, if it has leaks)
you can actually press the valve and find out if there's enough gas, if the gas is under the correct pressure, the gas escaping is quite pressurised, way louder and stronger than those coming out of a tyre (I think it's 100psi recalling out of my head), but if there's no gas escaping at all, that would mean you have a leak..
so I think you may just need a regas..
