While this is partially true, the real reason is that as altitude increases, atmospheric pressure drops, thus less Oxygen to burn. The mixtures are leaned off to keep the A/F ratio in a desirable range, and not have the motor running too rich. Fuel is not leaned off like this in turbocharged air craft engines, as the turbocharger keeps air pressure constant.
