I don't know which book you are reading to get those error code responses but:

11 Is a break in the power supply to the ECU, and

21 Is an oxygen sensor signal fault.

Get your multimeter out and check the continuity in the wires and the voltage at the 02 sensor when it is running.

Before you do any of this, disconnect the main engine fuse to clear the ECU fault code memory and then go for a short drive and see if you get these codes again.
