The exact problem is the RPM signal. You have no 'NE' or 'G' signal to the ECU within 2 seconds of the engine being cranked over.
Check your distributor or cam position sensor, starter signal circuit or ECU.
My money is on the CPS being faulty.

Edit - I gave the reason for CEL 13.
