Mine did this once. It turned out to be one of the squillions of vac hoses integrated into the sequential system had popped off, so the second turbo never came online. The system as a whole is rather fragile, it doesn't take much to screw everything up.

So check all your vac hoses, and since the engine hasn't been driven in anger for a long time it might pay to check the bypass valves aren't binding.
