I had this same problem not too long ago. There is only the 1 flasher can. But for whatever reason, it was not getting any power for the indicators. Hazzards worked fine....
Tried tracing it for a while, and eventually got the shits .
In the end, I just wired in another flasher can for the indicators, giving it power from elsewhere. So now there's 2 flashers.
