Maybe your question should be: "how much boost have you run and how many pistons have you killed?!"
The standard 3TGTE is limited by it's pistons. In stock form with a standard computer pushing a standard fuel system, 11 - 12 psi would be my absolute limits (more safer running 10 - 10.5psi). I have seen a 3TGTE boosted to 15psi in a standard setup - this only ran that pressure, on cold nights with a cool air charge, so maybe that says something (ie: alot!) for intercooling.
Personally I'd not go past 10psi, unless you like rebuilds, or want to waste money, in a stock application.
There are no bolt up turbo replacements for the CT20, that I'm aware of. Be careful when looking for CT20's too, as some people sell deisel spec turbos which bolt up at a different angle, and also have a smaller compressor snail inlet.
