our forklift at work does this too... (just not at the same speed ) apparantly it's 'cause the drum brakes are so large, the dust gums them up, and so you get the brakes sticking by mid-morning/lunch time they're usually pretty good... depends on how much we're using it... not really sure how to fix it though... but if the cause is the same, might be able to shed some light
