The steering should "self centre" (ie come back to centre) by itself under normal driving conditions, so it sounds like something in your steering is seriously constipated. Wider tires/offset will create more drag, making it a little harder to self centre at low speeds, but it should still go straight ahead when you let go of the wheel on the freeway  . After all, this "self centering", allowing the wheel to spin freely in your hands, is a common technique used in drift.
