If you are dealing with a client base that is more likely to have 1024 x 768 then it may be in your best interests to pitch the site at them. I design for 800x600 but I am do sites that are more utility than glamor. Just make sure you don't put anything that is overly important down the right hand side of the page. Arrange things so that 800x people will see part of it and if they are interested they will scroll their browser windows to see that information. Allow the text to flow, but limit the size of any block to 500-600 px wide. Then your clients will not have to scroll left and right continuously to read it. IMHO, and this is only my opinion, your site should be generic enough so that it can be viewed successfully in any up to date browser regardless of view port area and remember that their are disabled clients out there as well who will be looking for text.
