well the numberplate doesnt comply, you have to identify yourself when driving it and you actually have your own unique ID. So basicly the plate changes to whom ever is driving + limits speed and loads your own personal contacts etc.
what i was told is its basicly your typical concept car and it shows off what the future may hold...they give other cars ideas of what they can use down the track
