I have done this conversion and, to tell you the truth, Victoria seems a bit more strict by way of emissions than Australia... It's a Victoria Design Rule, not an Australian Design Rule apparently! I mean, it's absolutely fine to engineer a 4AGTE with stock 4AC brakes, but they can't engineer an AE92 with an AE92 4AGZE where everything bolts in, no fabrication required etc...
