It means he'd like to measure it all and make sure it's all within tolerances.
The bearing (photo 1) looks brand new. I presume photo 2 is the crank journal. There appear to be grooves on the journal....this might just be oil or it may be an actual groove/ridge. If the latter is the case then the crank needs to be machined. If you can feel it, it needs to be ground - you'll need new undersize bearings.
