205/60x14's will fit nicely on an RA28. That's what I have on my RA23, on a 14x7 rim:
You are legally required to keep the rolling diameter of your tyres the same as the factory-fitted tyres, so a wider tyre requires a lower profile. 205/60's are pretty close to 175/70's.
