The problem may lie with the aftermarket computer you'll fit. The EPA allows aftermarket on any car pre 1976 that complies with ADR 27. The only test required is a reading at idle with a max of 4% CO. If the engineer goes by the book you'll need to get an emissions carried out to ADR27a. This of course depends on the engineer; some request it, others don't.

As for 1J boost, the turbo's will easily produce 13 psi with a free flowing exhaust. For years we have been running boost limits on these motors at 16 psi without any problem.
