Later emissions-choked version of the 12A were rated at 100hp or so, but earlier ones were 130hp. In any case, with a few minor modifications (like you're suggesting for the 4A-GE) this power output skyrockets. I would argue that displacement is very relevant; whether rotary or piston, they're both 4-stroke internal combustion engines!
I also wonder why you'd throw out the EFI and replace it with carbs? Seems like a backwards step to me...
