you shouldn't have to touch any bolts on a CT26/CT20. Its the compressor housing that spins, not the turbine(exhaust) housing, thats fixed to the manifold and the dump pipe.

Just take off the intake pipe into the turbo and remove the exit pipe to the intercooler.

Then grip the compressor housing firmly and twist it back towards the correct position.

Normally the turbo won't spin as there is a locating pin in the housing to prevent it. But if its moved, that means the locating pin is not present or is broken or something, so it *should* spin. If it doesn't then you'll need to get out the C-clip pliers to loosen its grip on the housing.

I'm suprised you aren't having boost control problems on your car if the housing has rotated a fair bit. As the wastegate actuator is mounted on the housing.

(This is all presuming you have the stock turbo of course)
