I have seen this car before. it is not registered or engineered, the motor is sloidly mounted to the chasis and becuase of this it would require a lot to get it legal. The guy seems honest enough but he doesn't have any proof of the engine work, and i believe that the engine has been running on AVGAS. When I went to see the car I couldn't drive it as the clutch wasn't doing anything. Still if you were after some parts maybe the car would be worth a look.
