St-185RC Water To Air Intercooler, hows it work?

hey guys,
i got myself a st-185RC 3s-gte motor im using for a conversion, were gettin closer to having it finished but what is puzzing me is how the water to air intercooler setup works, what the red liquid that was inside mine was and if its always pumping everything thru then how does it say outta the throttle body and turbo? :S
any info is helpful as im a mech appencitce  thanks guys
