Ah, yes, the adjuster. I must admit, I usually loosen this off first because they invariably are rusted in place. With both tie rod ends still attached, I undo the 2 securing nuts at each end of the collar, and soak for 24 hours with WD40. If you are lucky there may be a small gap into the centre of the collar. I gently pry this open with a screwdriver and deposit more WD40. After 1 day, I get the biggest plumber's wrench I can find and put my whole weight on it. Usually it budges.
With one tie rod end off, it will be a bit harder. You could put the tie rod end back in and do as above, or take off the other one and undo the lot in a vice.
When you put it back together, smear a tiny amount of grease in the threads so it's a bit easier next time.
PS. I am a weakling, so you might find it easy. Also don't work under a car without jackstands.
