sort of right
a 4 on the bottom means you're dealing with 1/4 of a "breve" per beat (or a crotchet). an 8 on the bottom means you're dealing with 1/8 of a "breve" per beat (or a quaver). a 16 on the bottom means semi-quaver, and so on.
The number on the top is the number of beats per bar. so 4/4 is 4 crotchet beats per bar. 3/4 is 3 crotchet beats per bar. 7/8 is 7 quaver beats per bar.
for cool time signatures (5/4, 15/16, 12/4, etc) classical music and progressive metal are your friends
