as i'm still (after 1.5 years) doing this kind of thing (custom EFI on an 18Rt), can i suggest that you not fabricate your own intake & plenum unless you've got access to the tools/parts in your own workshop.
If it weren't for the money plowed into the head/cam/elves etc on my own car, i would have gone to 18rg+t or some other factory EFI setup.
Unless you're looking for massive flow requirements in the runners, plenum etc there's no great benefit in re-inventing the wheel.
In my case mixing non-cross-flow heads and high-mounted turbos has made it impossible to place injectors in a sensible spot.

also, for ECUs you'll probably need tunable unless migrating to something that's basically factory (e.g. Norbies suggestion of 2t-gue). Cost will be the detemining factor.
