I think you're being a little optomistic with 7-14kW just from tweaking the mixtures and timing a little, where'd you get those figures from?

Your best starting point would be the exhaust/intake route, your standard ecu will cope just fine with the increased flow from that.

What makes you think, for an unmodified engine, that the maps toyota programmed would be that far off optimum that a bit of tweaking would release that much power?

There may be a slight de-tuning for reliability, but i wouldn't have thought there would've been any more than a couple of kW's on offer from a chip that is mass produced. They tend to just throw in a bit extra fuel and a bit of timing.

Proper programmable management and dyno tuning will achieve more, but not until your standard computer can't keep up. Do exhaust and intake first to get it breathing better.
