You could start with a new engine. Very Happy
I know what you mean about the inlet manifold though. Other than making a custom manifold i dont know how you could fix the problem I mean lets face it the volume metric effeciency of the engine isnt really high so you might just have to put up with it. If youve got a standard carby you could just oversize the primary jet on size i did this and it had a noticable difference.
