In NSW it is based on the engine in the car, not the car itself.
So my RA28 had to have a cat fitted when I put the 3T-GTE in. This is just what the engineer told me though, so maybe there is some loop hole where you don't have to run it.
I remember someone with an early 70s car who didn't have to fit a cat due to the age of the car??? not sure...
But my 77 had to have one.
