Do you want to cut shapes or just round holes?

You can get die punches that you drill a smaller hole through the panel, then insert a bolt through the punch and screws into a die on the other side. Works really well but only does round holes, unless you make your own.

You can get small grinding stones in small sets from the markets or bunnings that work reasonably well. The las set I had were used on stainless and lasted longer than I thought.
