Nothing wrong with a locker if your not an idiot. Period. It doesn't matter what the law says, and in my mind using 'the law' to justify anything is pointless since the law is always made for the lowest common denominator (ie fuckheads). Make sure to chip away all the loose welding dags etc, as they might come off and cause some damage. I've heard of people filling the centre with resin and other shit after welding to keep all the loose bits in place. (i think someone even filled their centre with concorete?? (not sure how that one turned out???)

law is the law for a reason, locked diff is not allowed because of many reasons - wet oily road conditions, driveline breakage, change in handling, dodgy weld jobs... etc which are dangerous to the driver and other drivers if the diff fails/breaks/affects handling.

i have also considered using one before but think it should be only used at the racetrack where the differential action is more limited or offroad 4x4.

you can also get solid replacement centres that provide the lock for quite a few cars, air lockers etc
