You need to compress the tensioner in a vice then use a 1.25mm allen key to put through the hole drilled in the tensioner body and the tensioner rod. Once you have the tensioner located correctly and bolted up to the engine you can then remove the allen key from the hole and the tensioner will operate as normal.
If you are able to push the rod in without a hell of a lot of effort, like using your body weight to push it against a concrete floor, then you should replace the tensioner.
