Compression pressure @ 250rpm should be 164psi. Difference between cylinders should be no more than 14psi.
Ignition timing should be 5 degrees BTDC Max @ 600rpm. Mind you the thing is really detuned, runs much nicer with higher timing, its optimised to run well on 89RON fuel.
These are straight out of the Toyota Service Manual for the 21R-C. If you want to know anymore then ask
