The idea is to cut down the current running through the points and use a transistor instead, as well as allow the points to make a good spark even when they are in poor condition. Old school electronic ignition. Most likely fitted in places like Canada where things are a bit chilly and there'd be stuff all chance of getting anything with points to actually start in the morning.
