That's not the same as saying wider rear tyres promotes understeer. It's worth noting that most people who work at tyre shops are skilled at selling/fitting tyres and little else. If the front end will let go first because the rear has more grip, then you have by definition increased understeer. The rear slip angle has decreased compared to the front.
