You do not need a brake upgrade provided:
(a) your car was built on or after 1977 (which yours should be), and
(b) the engine you're choosing fits within the 3.0x / 2.5x rule (again you should be fine there).
Having said that, a brake conversion is never a bad idea... however this will have to be engineered of course, and that makes things a little more complex! I can show you my Supra brake conversion if you're interested.
To get my engine conversion legal, I just got a modification plate from Qld Transport (often known as a "blue plate"). It cost me something like $150 from memory. An engineer dude just came around and had a quick look to make sure it was bolted in properly etc, then filled out the paperwork and riveted the plate to my firewall... hey presto, it's all legal now! I expect it would be slightly more involved with something like a 1G conversion, but it's still a fairly straightforward process.
As for engine options, if you want a moderate upgrade for less than $2k I don't think you have many options apart from the 18R-G (fuel injected or otherwise). It's certainly a lot more "punchy" than the original 18R-C, not that that's saying much!
