because theres oil doesn't mean it's the head gasket, it could be the rocker cover gasket, the 3t-gteu sign gasket or some other ones. Best bet is to wait a couple of days after you have driven it around and there check if and where the oil comes from.
you should put the shroud on cause it makes sure all the cooling from the fan goes into the radiator.
With the fuel gauge it could be a number of things. Easiest thing to check i think would be the fuel sender is properly in. I think the ta22 tank is behind the seat? dunno thats what i heard.
Have you got a compression tester? you can pick them up from like repco for like $20, it'll tell you each compression in each chamber and is the easiest way to tell if you have a blown HG
