i think, and correct me if im wrong..
but the child is related how? were they born in PNG or Oz?
i think if they were born in PNG then they can be just brought in on a family migration visa.

if they were born in oz then obviously theyd be entitled to citizenship/residency and it shouldnt be an issue bringing them back in. the problem is going to be re-granted authorisation of custody which i think you will be able to sort out with your local Family Court, but id ask DIMIA first as theyd have more of an idea..
