The solution is fairly easy. My "avatar" TA22 runs a 2T with a Mikuni dual sidedraught manifold and I have also come across this problem numerous times over the years.
With the distributor out look down into the hole with a torch.
You should see the drive gear on the camshaft and the top of the oil pump drive.
The slot in the oil pump is engaged by the end of the distributor.
The normal factory setting is to have the slot turned slightly counter clockwise from across the engine block. The distributor then will sit with the vacuum advance parallel to the block.
Turn the oil pump slot with a large flat ended screw driver clockwise so that the distributor engages with the vacuum advance at about 30 degrees around clockwise.
If this will not clear then try turning the slot further, or back the other way.
There are other tricks to tweak the standard dizzy if there is any interest.
There should be enough in the plug leads to do this.
