In most cases the compressor outlet has a smaller diameter than the throttle body and the intercooler inlet/outlet. People usually choose pipe diameter based on the largest part of the system, and make it smaller where necessary - most likely because they don't want to cause unnecessary restriction anywhere. Note that air velocity is not really relevant in this part of the inlet system; I can't think of any reasons to keep the air velocity high between the turbo and the manifold.
