i'm speaking in regards to putting a 3tgte into my rona, no one seems to be sure about exact finishing year of production. some say 87 others say 84, this quite a large gap

the "spirit" of the rules is that you must put in an engine that complies with the emisions standards that were in force at the time your car was made.. i think that exteands to when the car was given it's compliance plate.
gnerally, if the engine is older than the date on your compliance plate, then you simpl can't put it in.
however, if you can show that the engine in question was released in a vehicle that still had to meet the exact emissions standard for your cars compliance date, then you should be able to put it in.
however, if the emissions rules changed between the date of engine manufacture of the engine (ie, the emissions standards that the cars it was in had to comply to when that particular engine guise went into service) and the ompliance date of your car, you have to prove that the engine does meet the later emisions standards.. this may involve an emissions test. if the engine previously didn't have a cat, and you put one in.. that will help.
alternatively, just run it on gas and it doesn't matter (afaik)
