Remember that in other countries, aftermarket ECUs are mighty exxy, and carbs are an economically viable option. For the reasons Stew has outlined, they also make just as good power as an ITB EFI setup. The only other thing this engine would need is a distributor for spark (easy enough to do), or run a spark only ECU. As has been mentioned these things ran the S20 motor.
