From the look of those rims, it would be hard to get into some of the recessed sections to clean them up properly before painting. Remember if you go ahead and paint them & stuff it up you have a set of rims nobody will want. Personally I would do as toof said "sell said wheels and buy non chrome.. less stuffing around. better finish.". If you put white rims on it before selling it, the new owner can then paint them or even buy your chrome rims from you, you can't loose.
