These are the easy problems - buy a Motec M4/6/800 and tap a large diameter line into an oil gallery. The real issues are cam profile/piston flycuts so that things don't hit things and how much advance/retard to supply and when (read lots of dyno time). Not insurmountable, hence why Toyota made the 20V with VVTi.
Therefore, your easiest solution is to buy a 20V 4AGE. Toyota spent millions of dollars in R&D and you can buy the fruits of their labour from a wrecking yard for less than $1K. It will cost less than the sum of parts you'll need, doing your own R&D and ending up with an underfunded shitty result.
