18RC timing chain replacement

Ok, I have been told that to replace the timing chain on an 18rc, you need to remove the head and the dizzy and sump and stuff, this seems a bit of overkill just to replace the timing chain. Is it necessary to remove the head etc. or can I just take the timing chain cover off and do it that way?
