I don't no if it's the same but I have seen something similar.
Young Tsuchiya trying to trial brake to enter into the corner fast on hes weak ae86, but he was too scared and lost allot of speed while doing all this, thats when he learn to press the gas while the car started sliding, even at slow speeds. Probably the first person to drift. Anyway he become famous by his sideways drift.
Then it goes on about touge. Know japan doesn't have many straight roads like in Adelaide or Sydney, most of Japan are mountains, that's why their industrial and commercial transportation is done by trains and not by trucks.
Drag racing isn't has big, most people here (Japan) tend to tune their cars for the mountains has its in the right habitat.
