MMM these are tricky, I worked on 4X4's for ages and hated these, if you have an oxy heat the buggery out of it till it expands and then hit it off with a hammer and chisel, dont get the axel hot just the ring or it will expand and you have to wait till its cold and start again, or if no oxy, a welder can heat them up enough.
If there is no heating tools, sit the ring in the vice with the vice open enough for it not to roll over but closed enough to get some down ward force, get some one to hold the end of the axel up horizontal. Hit it straight down onto the side of the ring with a big chisel. this will need a lot of hitting, you need to shock the ring enough that it starts to get larger from where you are hitting it to expand and becme loose.
You have a herd job, have fun getting it on, these are put on with a press and need a lot of force, you might need to go to a mechanic to get it done, most 4X4 places wil have the tools to get them on, prob cost a carton beer.
