yes, it should be pretty much at the top. Don't touch the overflow tank and see if it drops.
Is it just slight oxidation or what? And is it on the spark plug tubes or the spark plugs themself?

I'm sure there's a leak, when the engine is hot, and i press the water hose, it's meant to be full of pressure, except i can press it easily as if the engine is cold. but i can't find a leak and have been looking for a long tiem

I think if there was a leak you'd notice a puddle of water under the car (not from the air con condenser), or steam coming out of the engine while it's running, not saying you're wrong, but if there's a leak you tend to know about it easily.
The pressure builds up if you hold it while the engine is running at a temperature warm enough to have the thermostat open, it may not really be that noticable, but you'll notice the hose is warm/hot
