warped wheels

I've just scored a free set of 16" sparco fangs, but apparently they're warped. What does this mean?
They're barely 1/2 a year old and the previous owner had to buy new wheels (he bought chromies  ), so I dunno if he got taken for a ride or what?
Is it fixable, and where is a good place for this? I haven't picked em up yet, but last i saw them was 4 months ago in practically new condition.
