its usually really simple 
take out the fuse for the head lights, not the lights them selves but the fuse/relay that makes em come up and down. then jus twist that little knob part on the light cover. that will make em come up and down.
thats how ive always dun it. eg. my mates 180, my mates exa, and my mates celica. thats all i can remember doin it to.
